The regular enemies still seem to keep to the same levels, with weaker ones in Mondstadt and stronger ones in Liyue and Inazuma. World bosses are a few levels stronger and take more to kill but the rewards seem no different than when I was fighting them at WL7. And the domains are all separately controlled so WL doesn't even apply to them.
To get 5 star artifacts guaranteed on each pull you need to be 45 or greater, so make do with what you find in chests and by doing doing lower level requirement domains. Make sure to clap the weekly bosses cheeks because the material they drop is important if you wanna beef your characters up.
